NGOs and governments have different goals, mandates, and constraints.Despite these differences, they need each other: NGOs can be nimble and flexible, trying innovative approaches that governments may not afford financially or politically.Governments play a crucial role in scaling initiatives, especially in fields like healthcare and education. Effective collaboration between NGOs and governments is critical, especially during crisis like the COVID-19 pandemic. The case study from TOGO where an NGO partnered with its Ministry of Health to design and pilot the Integrated Primary Care program is the case study that is provided as a reference. The Case study explains the Challenges arose due to differences in payment models for Community Health Workers. However, over time, the partnership strengthened, and both entities worked together to address health needs in Togo. Governments can adopt and scale social innovations successfully when they collaborate with NGOs. Commitment, resources, and established relationships are essential for effective adoption and scalability.
